1998 - 2013: As a Country Procurement Specialist in these three countries (Honduras/Nicaragua/Brazil): Conducted prior and post reviews of procurement activities and trained Bank staff and local country counterparts in procurement procedures.
Interacted with senior management in Washington and other international organizations such as IADB and international donors’ counterparts; with the Department of Institutional Integrity (INT); and regional Public Sector Management, Disbursement and Financial Management Specialists.
In the 15+ years that I have been in the Bank I have taken advantage of in-house, as well as external, training, and hands-on experience and have become a sound Procurement Specialist working full time with the above mentioned countries in the LAC region. During my earlier years in the Bank, I was a key member of the Procurement Working Group that was responsible for the coordination and preparation of NCB model documents for Brazil in 1998 and a joint review and harmonized with IADB in 2007. Besides the supervision of everyday procurement activities, such as review of Requests for Proposals (RFPs), procurement bidding documents (national and international), evaluation reports, invitations for consulting services, handling complaints, etc, I have worked extensively with client countries on assessment of institutional capacity to advise the Bank on project preparation and risk management.

Hired by the Operations Policy and Project Support Division of the New Development Bank as a Short Term Temporary Consultant (STTC) for a period of eight (08) month or 50 (fifty) working days to assist in the preparation of the procurement plan and project administration manual for the project appraisal documents for consideration and approval by the Bank’s Management and the Board. Performed the risk assessments & readiness matrixes for two projects in Brazil (States of São Paulo and Pará); Translated the NDB procurement policy to Portuguese; and reviewed the procurement sections of the Project Document to Board (PDB) of both projects.

  • Hired by the Government of Mozambique (Ministry of Economy) as a short-term consultant (for a period of 100 days) to provide advice and support to the Project’s procurement staff on concepts, policies and procurement procedures, as well as to provide assistance to technical teams with practical implementation.
  • As a Procurement Advisor for the Integrated Growth Poles Project (IGPP), a WB’s financed project designed to improve the inclusion and performance of small enterprises and smallholder farmers in the Zambezi Valley and Nacala Corridor, led a very competitive selection process to hire the Catalytic Fund’s Manager, the most important contract of said project, and created a capacity building program for their procurement and technical staff.
  • As a Country Procurement Specialist in Tegucigalpa, Honduras (2011 – 2013), led the initiative to install and successfully implemented a Joint Country Capacity Building Program (World Bank and IADB) and Honduras Country Management Unit (CMU) Capacity Building Program, delivering workshops targeting the technical team of both Multilateral Institutions’ projects. The joint session of the new installed program received an outstanding evaluation from trainees and government officials, what ratified the WB’s first assumption with regards to this type of training sessions using teaching best practices methodology which ensured the sustainability of the Program in that country.
  • In both innovative Programs (Joint and CMU) a very innovative teaching material was used to guarantee the participants’ knowledge improvement and to lessen their deficiencies when writing or revising Terms of Reference prior to their submission to the Bank(s). Same type of material was also used to hands-on other 70 procurement staff from different PIUs on how to improve/write TORs, totaling 140 staff in year of 2013. When the Bank launched the P4R method, delivered sessions involving all country's procurement staff to present such innovative tool.
  • Served as acting Country Manager in Honduras for extended periods, responsible for decisions involving Bank policies and negotiations with internal and external clients on sensitive issues. In that capacity, was responsible for advising on complex projects usually involving the participation of multidisciplinary teams.
  • As a Country Procurement Specialist in Managua, Nicaragua (2009-2010), successfully installed the Country Capacity Building Program culturally adapting the very innovative teaching material that guaranteed an improvement and lessened clients’ deficiencies when executing their projects.
  • Participated with IADB in the evaluation process of the National Public Procurement Law following the OECD parameters, providing advice to the Government of Nicaragua on all aspects of public procurement reform, including legislative, regulatory, institutional reforms.
  • As a Member of the Procurement Specialist Team in Brasilia, Brazil (1998 – 2008), shared with three other team members (PS) the responsibility for supervising the procurement and fiduciary service functions. Reviewed and cleared procurement documents and decisions under Bank-financed projects as well as provided advice on projects under preparation at federal, state or municipals levels.
